A core organization relates directly to more organizations than others do, thus requiring noncore organizations to go through it to reach others. (Figure 7.4b shows the Worth county RCC in a core position in a prevention network.) Communities whose networks have a core organization are superior to communities where all organizations relate to each other directly because, Provan and Sebastian argue, direct interaction among all organizations is an inefficient use of time and energy that could be used for other purposes.11
In a completely centralized network, the core organization totally dominates relations among all others. A totally centralized network is like a wagon wheel: Every organization at the end of a spoke can reach others only by going through the hub; in such a network, the "hub" or core organization is totally dominant. Network theorists generally assert that relatively centralized networks are superior to less centralized ones. Yet, results in this chapter show that communities with highly centralized networks are not more responsive to rape victims; in fact, highly centralized victim and protocol networks are associated with less responsiveness. Communities where victim and prevention networks are somewhat centralized, that is, coordinated to a degree by RCC, police, or prosecutor, are more responsive. I interpret these results to indicate that moderate degrees of coordination indicate facilitative leadership rather an attempt to exercise control.
